花蓮縣富里鄉羅山村社會-生態生產地景(SEPL)位於螺仔溪與九岸溪兩大集水區,是秀姑巒溪中游的重要流域節點。羅山以客家與閩南族群為主,長久以來以水稻梯田耕作、竹林利用、豆腐製作與果樹栽培聞名。早在 2002 年,羅山便獲頒「全台第一個有機村」的稱號,象徵其在友善農業與生物多樣性友好生產上的早期承諾。
雖然羅山於 2023 年才正式納入國土生態綠網空間規劃,但其在保育與生態連結上的貢獻已延續二十餘年。2017 年,羅山與富里農會加入國際里山倡議夥伴關係網絡(IPSI),並與鄰近的豐南 SEPL 與鱉溪平台保持密切交流。2022 年 10 月,在農業部林業及自然保育署與國立東華大學@ScapesLab的支持下,羅山舉辦了為三天兩夜的「羅山 SEPL 的里山倡議展望」工作坊,並邀請港口與豐南社區參與,本工作坊成為了羅山在秀姑巒溪保育軸帶中關鍵角色的重要轉捩點。會後,羅山、FANCA 與 NDHU 決議共同推動韌性評估(RAWs)並成立羅山地景整合取徑(ILA)。
在 2023 年,經多次線上討論,港口版本的 20 項韌性指標被再次調整並在地化為羅山指標。RAWs 指出羅山的優先議題包括:避免在梯田設置水泥擋牆;改善家戶與農業用水的水量與分配;提升螺仔溪與九岸溪與灌溉渠道的連結;減少颱風與暴雨期間的淹水風險;建立河川共管機制以防止垃圾及盜採;調查河川洄游性水生物種;提升環境意識;以及管理外來入侵植物。
自 2024 年起,這些議題已被納入「羅山里山倡議夥伴關係平台」(羅山倡議),由羅山社區、富里農會、林業及自然保育署花蓮分署與國立東華大學@ScapesLab團隊共同組成的多方平台推動。

The Luoshan socio-ecological production landscape (SEPL) is in Fuli Township, Hualien County, Taiwan. It lies within the watersheds of the Luozai and Jiu’An Streams, mid-stream tributaries of the Xiuguluan River. Predominantly Hakka and Hokkien, the community is known for its terraced paddy farming, bamboo harvesting, tofu making, and fruit cultivation. In 2002, Luoshan was recognised as Taiwan’s first “organic village,” marking the beginning of its long-standing commitment to eco-friendly agriculture and biodiversity-friendly production systems.
Although Luoshan became part of the Taiwan Ecological Network (TEN) spatial planning only in 2023, its relevance to conservation and connectivity has been evident for more than two decades. The community joined the International Partnership for the Satoyama Initiative (IPSI) in 2017 and has remained closely connected to the work of neighbouring Fengnan SEPL and the Turtle River Platforms. A key turning point came in October 2022, when Luoshan hosted a three-day workshop on “The Satoyama Initiative Outlook in the Luoshan SEPL,” supported by the Forestry and Nature Conservation Agency, Hualien Branch (FANCA-Hualien), and NDHU @ScapesLab team. This was a pivotal moment for the recognition of LuoshanSEPL’s unique role in enhancing connectivity in the upstream and midstream sections of the Xiuguluan River corridor. This led to a collective decision to carry out resilience assessment workshops (RAWs) and establish an integrated landscape approach (ILA) in Luoshan SEPL.
In 2023, after a series of online consultations, the Gangkou set of 20 resilience indicators was further adapted and localised for Luoshan SEPL. RAWs highlighted several landscape priority issues: preventing cemented buffer walls in paddy fields, improving household and irrigation water distribution, enhancing linkages between streams and irrigation channels, reducing flood risks during typhoons, strengthening co-governance of streams, investigating aquatic migratory species, raising environmental awareness, and controlling invasive plants such as Parthenium weed and American Rope.
Since 2024, these insights have been integrated into the Organic Luoshan Village Multi-Stakeholder Platform (the Luoshan Initiative), whose multi-stakeholder platform brings together the Luoshan community, Fuli Farmers Association, FANCA–Hualien, NDHU, and other relevant partners. Action tasks promoted by the Luoshan Initiative align closely with TEN priorities, including eco-friendly farming, conservation of rare species such as the Mangrove Fern, and restoration and sustainable use of bamboo forests.
